Could go both ways.
There was a game I really liked and I made my own editor to it and posted it in forums so people could use it however they wish.
The studio approached me, offering bits and pieces of the source code to improve the tool, provided I sign an NDA.
I signed the NDA, they gave me the files I asked for and I made a pretty decent tool out of it.
Guess what.
The tool was never released - even though that was the original promise they made - and they are using it to date to make changes to the game internally.
Obviously, I started looking at these studios very differently afterwards - most of them are greedy, lying bastards.
Let's hope CDPR is going to do better.
