I don't think game developer and seller is interested when user sell used games. They probably will prefer users to purchase only NEW games.
It's simple, one user sell game to other - they get money only once, one user buy and stop playing, other user buy - they get money twice .. |

| They would only do such a thing, if there was a way to profit from it. Like a steam brokerage charge or something - like ebay fees. |

Valve's 'STEAMâ„¢ SUBSCRIBER AGREEMENT' and EULA state specifically that you can not resell your account. They do this because they sell more copies of the games they have available.
The only way they'd ever implement such a system is if they had some serious competition and their competitor was doing it. |
