The only plausible reasons in my mind ATI is delaying cards is because:

1- Nothing is DX10 yet.
2- nVidia DX10 cards are not meeting sales expectations.
3- They are waiting for nVidia to output their cards 'currently in holding'.

ATI and AMD are both hurting, they can't afford any further mistakes.
