Windows 7 has the dirty ability to hide previous versions and install them secretly, even before loading the desktop. Those. after a reboot, the failed driver was in place again.
Therefore, you need to remove old versions of drivers from everywhere, especially from the root of the system drive, or hide them in a zip archive. In open form - nothing should remain in folders.
