It turns out that developers can manipulate the Popular Upcoming list on Steam to have their games always present there. Mike Rose from No More Robots raised this issue on Twitter (below), saying that the way that Steam generates this list is simply by looking at the release date that a game has been given in the platf

Funny as I was noticing this the other day and said, wtf, 3rd page for a game coming in a couple weeks and then half titles don't even have dates. Nice job Valve!

Valve should issue out the punishments...

A developer gets a one chance to set a upcoming date, any further changes better be made directly to valve with a bloody good reason for changing it.
