The idea is nice and probably it will work better than automated tools. Plus, you can show the video as a proof to the player being banned so they can't complain.
But: who'd do it for free for longer than a few weeks? I guess it gets boring very quick...

Oh lovely.. Communism + Socialism with a little bit of Facism all roles online. Nice. However logistically quite stupid because there are MANY cheaters and even more VERY BAD behaved people online against a ratio of so-called "investigators". I would argue there are soo many bad behaved players in every game out there but they are are MUCH worse in FPSers. Good luck catching even 1% of them globally as for each "investigator" there are thousands of bad-blooded brat "lugan" kids out there.
