Sony is currently emailing PlayStation users a copy of its Terms of Service.

The terms confirm that digital games are licenses only, not owned purchases.

If an account is closed or banned, access to paid digital games can be lost.

I have a billion games in my Steam account and only a few I've played multiple times. The rest I'll never play more than once and a good many were disappointing. Im not overly bothered by Sony's TOS because it relates to other on-line services. Even if one holds a physical copy of the game most online games need authentication through the internet anyway. The only issue is whether Steam continues to exist and I have access to the content.
