Man sells Steam account for $1,000 on eBay - briefly

Destructoid reports that eBay user dave311freak sold his Steam account for $1,000, which contained 139 games (which includes Grand Theft Auto IV, Modern Warfare 1 and 2, and Borderlands) and was estimated at a value of $2,700: 139 games were up for grabs, and somebody actually bit, stumping up $1,000 for the "Buy It Now" price. It seems that the seller, "dave311freak," has inspired some other hopeful Steam merchants, as two more Steam accounts have popped up for sale, albeit with significantly less to offer. Dave, for his part, said he wanted to sell the account to spend more time with his family and less time playing games. For $1,000, you can take your family somewhere pretty cool.
This gave be an interesting idea. What if Steam actually set up a system where you could sell your Steam game licenses to other users if you so wish. You could set up a price and users could search for people selling it and then pay for it...

I don't think game developer and seller is interested when user sell used games. They probably will prefer users to purchase only NEW games.
It's simple, one user sell game to other - they get money only once, one user buy and stop playing, other user buy - they get money twice ..

They would only do such a thing, if there was a way to profit from it. Like a steam brokerage charge or something - like ebay fees.

Valve's 'STEAMâ„¢ SUBSCRIBER AGREEMENT' and EULA state specifically that you can not resell your account. They do this because they sell more copies of the games they have available.

The only way they'd ever implement such a system is if they had some serious competition and their competitor was doing it.
