Still feeling quite good about preordering the game.

This is what DLC should mean - extra content given to the purchaser as a value-add.

Expansion packs - that meaningfully extend the game - is another thing, charge (reasonably) for those.

do these armor sets give benefits other than visual ones? Like, if I start the game with them is the game easier?

You can't start the game with them but they are pretty nice bits of gear.
