According to the devs, UT2007 is going to be a larger shift than UT2004 was from the original Unreal Tournament. Everything has been written from scratch with the highly popular Unreal Engine 3.0, new physics engine, and presumably brand-new netcode that takes advantage of stitching maps together and streaming information from the server to the client. The single-player section is also getting some big presentation improvements. For one, they hope to increase AI voice communication complexity by an order of magnitude. Instead of a computer-controlled teammate informing you that an enemy has been sighted, he'll tell you where that enemy actually is on the map and how that teammate is handling the situation. There will also be key locations on the map that you can order team members to go to, and you'll be able to give them tactical commands like "move left" or "go right." You'll also be able to ask them about the situation in a particular location and get a specific answer. And on top of all this, Epic plans to introduce a lot more banter and unique behavior, with the teammates not only chattering to you but having conversations with one another.
