So, that is all you can spend. You have to spend your money wisely and since everything is delivered to you on the battlefield, you have to make sure they do not shoot the Blackhawk with your new troops out of the sky. Also, your troops gain experience and you can promote them to officer status. Officers have a skill tree so you can tailor them to your preference. There is even quite a bit of micromanagement if you think you deal with that better than the AI.
