A: NPC intelligence is set individually for each character, so you can't determine their behavior by location or appearance. The NPCs are all lethal at close range and should, when possible, be taken out from a reasonably safe distance. Almost all NPCs will recognize odd behavior in Dominick, so running around like a maniac isn't recommended. Their hearing is also quite good, and as soon as they hear something suspicious, they act on it, possibly conducting a search of the area from where the sound came. Once an NPC is aware of Dominick's presence, its intelligence level will determine how well he uses the cover that the environment provides, and also how well he moves in on Dominck, before or during a firefight.
