According to the video's description, this video was captured on an Acer notebook with Intel C2D P7550, nVidia GeForce GT 130M and MS Windows Vista 32bit. In other words, this system is comparable with gaming desktops from 2005, meaning that the engine has a lot of potential.

Add weather, life (complex objects moving around with AI and path-finding), lighting, sounds, physics and then we will take a look again.
It's a moot point to discuss a nearly static render.

actually lighting is damn good and very realistic, physics is there just not shown at this video and I guess pathfinding and sound aren't really an issue. However, I doubt this kind of engine (voxel engine) will ever be used for something like fps or heavy action games. If they manage to develop engine in such a way that it can accept other modules for other various "render stuff" it might be possible for it to get utilized.
On the other hand, I see these kind of projects more like CV's for job hunting ;)

My first thought was "wow SimCity!"
