Rockstar\'s confirmed that the PC version of GTA IV has been delayed from November till December 2. In addition, minimum specs have been released. And here they are:

Minimum System Requirements
OS: Windows Vista - Service Pack 1 / XP - Service Pack 3 Processor: Intel Core 2 Duo 1.8Ghz, AMD Athlon X2 64 2.4Ghz

Wow, those specs have certainly gone up! Even FA3,FC2 catered for lower end hadware ie those millions still with 6800's Wink
Even me with my still lowly 7800GT can play both those games above on medium settings 720p and it's gorgeous. Can't wait until Xmas and my ATI 4870 512mb and full hardware build Cool
