It does not feel as cheap as it should be.
So, what happened to Steam's massive profits they wanted to combat?

they combat it by not giving as much money to steam but keeping it for themselves. This is the first discount I see for the players. Anyway, I am getting borderlands for free as always.

I see it being worse, not better. Publishers could sell (certain amount) steam keys outside of steam store and make more money. That way, customer pays less and publisher earns more.
