Didn't Microsoft sell Nokia to some asians?
If so, where does this device come from?
Microsoft if not a device manufacturer and as an OS vendor, they suck so they had to put Android on this shit.
What gives?

There are plenty of mainboard and chassis assembly factories all over China, multiple dozen for sure. As soon as one of the major manufacturers like HP, Dell or Lenovo leave one of them go because their contract ended and they move over to something higher tier, smaller manufacturers like MS are able to pick them up. I guess this might have happened in this case?
