The way it worked with steam and GoG, was that you linked accounts and exchanged the steam version for a GoG DRM free version; ie your key. Whether this is the same i suspect it must be, otherwise how would GoG know if you *owned* the game in the first place. I did it a while back with the The Witcher 2 and a couple of other games.

I thought the same and wondered why it mentioned console in the giveaway,
The Witcher 3: Wild Hunt was released for Microsoft Windows, PlayStation 4, and Xbox One in May 2015, with a Nintendo Switch version released in October 2019.
