It's amazing how quickly technology has changed basic aspects of

Lol, not sure if serious.
To see programs (radio, tv, youtube channels) that criticize the ruling party and/or Putin one does not have to use VPN. Enough with the myths already - you can consume "opposition media" all day long if you want to (I know Russian well enough to know that for a fact).

As for the law - it is obviously meat to make it easy to track people and harder for people to hide. This is sacrificing privacy for security of the state, be it from terrorism, organized crime or subverting activities. I don't like it, but is naïve to think it is put in place to protect/help Putin, seriously.
