No, it does not mean that. IE is for corporate use, where little security but tight integration is needed.
Spartan is their answer for the regular users - something that can compete with Firefox, Chrome and whatnot.
I just don't think it's going to be picked up. MS fucked people on so many occasions already that I'd think that people have learnt their lessons by now.
