I would prefer if the other team was guarding something actually valuable to them. If SWAT breaks in, the hostages aren't really valuable as you thought and you might just as well kill them, and try to escape. SWAT get's bad rep for that.

If there are no demands from the "bad guys" hostages are useless and may only serve as a human shield, in that case SWAT doesn't come in unless they can takedown EVERY bad guy within a few seconds and WITHOUT getting anyone killed.

I mean, game looks good and all it's just that the scenario is very unlikely since even if bad guys kill the swat team, another one is going to come in and bad guys eventually die since they are not using hostages for anything. Given the tech that the bad guys have here, that would be VERY unlikely.
