hey there, I just went and downloaded there demo, to see if I could figure it out , if its the casino empire from sierra/VuGames, then you have to build a service from the services menu, eg build a bar, build a restroom, and then you click on that service structure and click the hire attendants button eg bar hire up to 3 waitresses, restroom hire up to so many , sometimes like on the restroom option you can also buy other things like trashcans..
