Bullshit over-reach by Rockstar. Haven't bought the game yet, and this means I won't; what I do with software I've paid for (as long as I don't hack my way to advantage in online multiplayer) is my business.

While I do realize that some people like mods, I actually never liked them or used them, cause they only cause problems, cause for example car mods like for GTA4 there are just few which are made properly, most of them are unoptimized using same mesh on every LOD and this result in massive single car spamming all across the city. So far I like everything about gtaV, online is fun too and I see how mods can damage that online experience for other people.

That's your option to NOT install mods although most should generally be rock solid and even if some are flackey its basically disable/remove/install another one.

Complete over-reaction by ShietStar.. gawd its NONE OF THEIR FCUKING BUSINESS what a mod does in private. Go ahead and ban online modding which can leads to IMBA/Hacks but not privately. Dicks!
