Of course; PCs are easy to protect with custom software, the software package varies a lot, their address might change and they're are turned off quite often. Routers on the other hand are easy-peasy - always on, fixed address, relatively fix software with well-known backdoors, etc.
We always knew that US builds backdoors into everything produced in the US. I wonder how it'll affect global sales however; I guess they won't be selling too many routers to the Russians anymore...
