Guess what morons?

All drugs are legal at 18 in Portugal, Spain, and Italy.

ALL DRUGS.

Yep, a few more people use cocaine in Spain...go figure. But other that that the number of people that use drugs did NOT increase over countries where it is illegal. The percentages of the population that use drugs are about the same as in countries where it is illegale (USA).
