Fight as Keith:
Hold Start + Hard Punch + Light Punch + Guard while the character selection screen loads. Alternatively, complete the game with all characters without using a continue in arcade mode under the "Very Hard" difficulty level

Make Keith Evans selectable
To make Keith selectable you have to finish the game in story mode on the hardest difficulty with all the characters. Once you have done this, Keith becomes selectable in all modes but story mode.
