Highlight the "Enhanced" option at the main title screen, then hold Select + Start until the Rockman 3 title screen appears.

Start with 9 Energy Tanks
It seems to keep the Playstation port of this NES classic faithfull, they included the engery tank password to enable you to start off with 9 Energy tanks. To do this simply go to password on the title screen and select password again o the "stage select password screen". Put a red dot in the A6 block and select end, you'll be taken to the boss selection screen with 9 energy tanks in your reserve!
